Under the WHS Act, every person conducting a business or undertaking (PCBU) owes a primary duty of care to workers and others — regardless of industry risk profile. Officers also carry personal due diligence obligations to ensure their organisation complies with WHS duties. The WHS Regulations include specific requirements relevant to professional and office-based environments — including psychosocial hazards, hazardous manual tasks (such as prolonged sedentary work and repetitive ergonomic exposure), workplace environment standards, remote and hybrid work arrangements, and consultation duties. The growing regulatory focus on psychosocial risk means that workplace bullying, mental health, workload pressure, and organisational culture are now formally within the scope of WHS compliance — not optional extras.

For many professional organisations, a structured WHS Management System becomes commercially sensible once the business reaches 15–30 staff, begins tendering for work with clients who require documented safety systems, engages contractors or remote workers, or enters a growth phase where informal practices no longer provide adequate governance.
